Okay, I hope I can provide a good enough explanation.
The Civilian thing is a marker of how many new Flash submissions you blam and save accurately. If you remember, blamming means getting them off the site. The higher your correct blam and save count, the higher your rank will go.
EXP comes from your daily dose of voting on Flash submissions. You can take your time with that. Just remember that five submissions voted on will give you your EXP for the day. They can be any Flash submission, even those that have already been on this site for a while. You can only vote once on each submission, so vote wisely.
The higher your EXP and blams and saves, the higher your voting power. Your vote would count for, say, 2x an ordinary vote depending on your level, and will influence the score of something more.
I hope it makes sense... It's not necessarily something you absolutely HAVE to do, it's there.
